Paul Robinson Partnership was appointed to support Munnings Construction in securing planning permission and providing technical detailing for three new Specialist Resource Base (SRB) projects at Sprowston Junior School, Necton Primary School, and Holly Meadows School. Each scheme forms part of Norfolk County Council’s ‘Local First Inclusion’ initiative, which aims to enhance specialist educational provision for children with Special Educational Needs and Disabilities (SEND) across the county.

The SRBs provide purpose-built learning environments designed to support pupils with Speech, Language and Communication Needs (SLCN). Located within existing school grounds, each building has been carefully planned to offer calm, inclusive, and accessible spaces that integrate seamlessly with the host schools while maintaining a distinct identity through contemporary yet contextually sensitive architecture.

Working in collaboration with Norfolk County Council Children’s Services and Munnings Construction, the projects utilise Modern Methods of Construction (MMC) to achieve efficient, high-quality, and sustainable delivery. Each facility includes specialist classrooms, therapy and intervention spaces, staff areas, and secure external play zones, designed to foster wellbeing, engagement, and individual learning support.

All three schemes prioritise sustainability, targeting EPC A ratings and incorporating air-source heat pumps, photovoltaic panels, and SuDS-compliant drainage systems. Together, these projects demonstrate how thoughtful architectural detailing and coordinated planning can deliver lasting community benefit, creating modern, adaptable environments that allow every child to thrive within their local school setting.
